Most likely a Common Flatwing, but some key distinguishing marks are not visible, and the blue colouration is very odd.

I'm pretty sure you're right about it being a common flatwing after comparing to other sighting, and I think the blue may be reflection. I can see similar reflections on a few other sightings.
