This isn’t D. leucosticta which is larger, more bulky and covered in white spots. It could be D. marmorata but hard to tell without the specimen so better off leaving it at generic level.

This a new species for NatureMapr's Canberra and Southern Tablelands if confirmed. My Australian authority for identifying and suggesting a name this species in the family Cosmopterigidae is iNaturalist. There are 17 observations of the species on iNaturalist mainly from SE Queensland and northern NSW. This observation is possibly the most southern in Australia so far. Other observations, 130 are from SE Asia including Korea, Japan and Hong Kong. The species name G. thoracista is not listed for Australia by the AFD, nor is it recognised by BOLD or does appear on the ALA. See here:-

The original name for the species ia apparently Ascalenia thoracista (Meyrick), cited in reference above. The genus Ascalenia is not recognised by the AFD either. BOLD4 includes the genus Ascalenia but not A. thoracista and shows moths in the genus as occuring in SE Asia but not in Australia.
