I think this is Coronidium gunnianum rather than monticola or scorpioides. There is no basal rosette of leaves. The leaves appear to be smooth rather than rough on top, green on top rather than silvery, and much lighter coloured on the lower side. The leaf tips do not apoear to have a mucro (small hard tip).
