According to Moths of Victoria the short black line from the costa at the base of the forewing distinguishes it from other Stibaroma species and Nisista sp. (3).

I've checked on PlantNET filtering plant name search by Southern Tablelands Botanical Subdivision. Given the height, the slender culms/stems, simple inflorescence, and the lengths of the leaf-like involucral bracts looks closest looking candidates are C. lhotskyanus, C. sanguinolentus or C. unioloides? Unless it's a new species or a species from outside of the Southern Tablelands Botanical Subdivision?
